Introduction

Wildlife conservation and the legal architecture surrounding protected areas represent one of the most consistently tested themes across CGPSC examinations. Over the years from 2018 through 2024 — spanning five examination cycles — this subtopic has yielded eight questions, making it among the higher-frequency science-environment topics in Paper 1. The questions have ranged from precise statutory knowledge (the year the Biological Diversity Act was passed) to biogeographical recall (the location of Silent Valley National Park), from ecological crisis analysis (the diclofenac-driven vulture collapse) to comparative data on biosphere reserve areas. This breadth signals that CGPSC examiners treat this subtopic as both a knowledge-test and a reasoning test: the aspirant must know facts, but must also understand the logic behind conservation frameworks well enough to compare and rank.

The subtopic sits within the broader environmental-science portion of the syllabus, which covers ecosystems, biodiversity, climate change, pollution, and sustainable development. Conservation laws, protected areas, and wildlife represent the institutional response to biodiversity loss — the legislative tools, spatial instruments (national parks, sanctuaries, biosphere reserves, conservation reserves), and international frameworks that humanity has devised to slow extinction. Understanding this architecture is therefore inseparable from understanding why it was needed: habitat destruction, invasive species, overexploitation, pollution, and climate change have collectively pushed roughly one million species toward extinction globally. India, with its extraordinary megadiversity, is at the epicentre of both the crisis and the response.

India's biodiversity is extraordinary by any metric: the country is home to approximately 7–8 percent of the world's recorded species despite occupying just 2.4 percent of Earth's land area. This megadiversity arises from India's location at the confluence of three major biogeographic realms (the Indo-Malayan, Palaearctic, and Afrotropical), its diverse topography (from the Himalayas to the Deccan plateau to coastal mangroves), and its monsoon climate that creates intense seasonal productivity. The same ecological richness that makes India a biodiversity hotspot also makes it acutely vulnerable to the pressures of a 1.4-billion-person economy: agricultural expansion, infrastructure, urbanisation, and extractive industries have cumulatively degraded or destroyed large fractions of natural habitat. The tension between development and conservation is therefore not abstract for India — it is a daily governance challenge, and the legal architecture of conservation laws and protected areas is the primary institutional response to that challenge.

For Chhattisgarh specifically, this subtopic carries particular resonance. Chhattisgarh is one of India's most forested states, with over 44 percent of its geographical area under forest cover. It harbours the Achanakmar-Amarkantak Biosphere Reserve (shared with Madhya Pradesh and Uttar Pradesh), the Indravati Tiger Reserve (one of the largest in peninsular India), the Guru Ghasidas National Park (named for the revered saint of the Satnami community), and numerous wildlife sanctuaries. The state is also a biodiversity frontier: its forests contain critical habitats for tigers, elephants, wild buffalos (Bubalus arnee, found in Udanti-Sitanadi Wildlife Sanctuary — one of the last strongholds for this critically endangered animal in India), gaur, leopards, sloth bears, and hundreds of bird species. The hill myna (Gracula religiosa), Chhattisgarh's state bird, is itself a protected species dependent on intact forest cover.

Understanding conservation law in India means appreciating that the country operates a layered system: constitutional mandates (Articles 48A and 51A(g) impose duties on the state and citizens respectively), framework statutes (the Wildlife Protection Act 1972, the Forest Conservation Act 1980, the Environment Protection Act 1986, the Biological Diversity Act 2002), subordinate rules and schedules, and international treaty commitments (CITES, CBD, Ramsar, World Heritage Convention). Each layer reinforces the others, and questions can come from any layer.

This note is designed to carry you through every layer — conceptual, statutory, geographic, and applied — so that you can answer confidently whether the question is about a century-old national park, a pharmaceutical compound that nearly drove a bird family to extinction, or the ranking of biosphere reserves by area. Core Concepts & Foundations

Before moving into the detailed statutory and geographic framework, it is essential that every key term in this subtopic be clearly defined. Conservation science has a precise vocabulary, and CGPSC questions often hinge on understanding exact distinctions — such as between a national park and a wildlife sanctuary, or between a biosphere reserve and a UNESCO World Heritage Site.

Biodiversity: The variety of life on Earth at all its levels — genetic diversity within species, species diversity within ecosystems, and ecosystem diversity across the landscape. India is one of 17 "megadiverse" countries, hosting roughly 7–8 percent of global species on less than 2.5 percent of Earth's land area.

Endemic Species: Species found nowhere else in the world except a defined geographical area. India has over 33,000 plant species, of which approximately 5,000 are endemic. Chhattisgarh's forests contain a significant number of endemic orchid and medicinal plant species.

Endangered Species: A species facing a very high risk of extinction in the wild if threatening factors continue. The IUCN Red List classifies species as Least Concern, Near Threatened, Vulnerable, Endangered, Critically Endangered, Extinct in the Wild, and Extinct. The Red Data Book, published by IUCN, collates data on endangered and threatened species worldwide.

Protected Area (PA): A clearly defined geographical space, recognised, dedicated, and managed, through legal or other effective means, to achieve the long-term conservation of nature with associated ecosystem services and cultural values. India's PA network is governed primarily by the Wildlife Protection Act, 1972.

National Park: The highest protection category in India's PA system. Human habitation, grazing, and private tenurial rights are not permitted. Entry requires permission. No human activity that alters the landscape is allowed. Boundaries can only be altered by a state legislature. Once a national park, the land cannot be downgraded without legislative action.

Wildlife Sanctuary: A protected area where wildlife and its habitat are protected from disturbances, but certain human activities (timber harvest, grazing, collection of minor forest produce) may be allowed with special permission. The distinction from national parks is that rights of people within the sanctuary may be allowed to continue if they do not harm wildlife.

Conservation Reserve: A category introduced by the Wildlife Protection Act Amendment of 2002. These are areas adjacent to PAs or linking them (wildlife corridors), typically on government land, where local communities have a role in management through a Conservation Reserve Management Committee. Less restrictive than sanctuaries.

Community Reserve: Also introduced in 2002, community reserves are established on community or private land where local communities have traditionally protected biodiversity. The community retains ownership and participates formally in management.

Biosphere Reserve: A UNESCO programme (Man and the Biosphere Programme) designation for representative ecosystems of the world's major biomes. Biosphere reserves are larger landscape units comprising a strictly protected core zone (equivalent to a national park or sanctuary), a buffer zone, and a transition/cooperation zone where sustainable use is permitted. India has 18 biosphere reserves, of which 12 are recognised as part of the UNESCO World Network of Biosphere Reserves.

Tiger Reserve: Reserves designated under Project Tiger (launched 1973), managed by the National Tiger Conservation Authority (NTCA) under the Wildlife Protection Act. They comprise a core (critical tiger habitat) and a buffer zone. India currently hosts over 50 tiger reserves.

Ramsar Site: A wetland of international importance designated under the Ramsar Convention (1971, Iran). India has over 80 Ramsar sites. These wetlands must be maintained in their ecological character.

CITES: The Convention on International Trade in Endangered Species of Wild Fauna and Flora. A multilateral treaty regulating international trade in over 38,000 plant and animal species. Species are listed in Appendix I (most endangered; trade generally prohibited), Appendix II (not necessarily threatened but trade must be controlled), or Appendix III (species protected in at least one country).

Convention on Biological Diversity (CBD): Opened for signature at the Earth Summit in Rio de Janeiro in 1992, the CBD has three objectives: conservation of biodiversity, sustainable use of its components, and fair and equitable sharing of benefits from genetic resources. The Nagoya Protocol (2010) operationalises the third objective (Access and Benefit Sharing).

Diclofenac: A non-steroidal anti-inflammatory drug (NSAID) used to treat pain and inflammation in livestock. When vultures scavenge carcasses of livestock treated with diclofenac, they ingest the drug, which causes fatal visceral gout (uric acid deposits in organs). This was the primary cause of the catastrophic collapse of Gyps vulture populations in the Indian subcontinent from the 1990s onward.

In-situ Conservation: Protecting species in their natural habitat, including through protected areas, community reserves, and landscape-level management. Considered the primary mode of conservation.

Ex-situ Conservation: Protecting species outside their natural habitat — in zoos, botanical gardens, seed banks, gene banks, tissue culture banks, and captive breeding programmes. Serves as a backup and enables breeding-for-reintroduction programmes.

The IUCN and Red Listing

The International Union for Conservation of Nature (IUCN), headquartered in Gland, Switzerland, is the world's foremost authority on the conservation status of species. Its Red List — based on quantitative criteria for population decline, restricted range, small population size, and quantitative probability of extinction — is the global standard for communicating extinction risk. The Red Data Book is the published volume that compiles this information; the CGPSC has directly tested the content of the Red Data Book (the 2019 question confirmed it documents data on endangered species, not exotics or economically important species).

India's Constitutional Commitment

The 42nd Constitutional Amendment (1976) inserted Article 48A (Directive Principle: state shall endeavour to protect and improve the environment and safeguard forests and wildlife) and Article 51A(g) (Fundamental Duty: every citizen shall protect and improve the natural environment including forests, lakes, rivers, and wildlife). Environment — including forests and wildlife — is in the Concurrent List (Entry 17A, inserted by the 42nd Amendment), enabling both Parliament and state legislatures to legislate.
