I am in a small city without access to good coaching. Can I realistically clear UPPSC PCS with only self-study using standard books and online resources? What are the minimum resources I need? Any aspirants who cleared without coaching?

Yes, self-study is enough for UPPSC if you are disciplined. Minimum kit: NCERTs, Laxmikanth, a UP GK book, one current-affairs monthly, and a good online test series for both Prelims and Mains. The test series is the one thing I would not skip — it substitutes for coaching feedback.
Cleared Prelims twice with pure self-study from a small town. Online lectures + PYQs + tests. Coaching is convenience, not a requirement.
