  • Pair supply-side greening with demand-side efficiency: push Nano Urea, balanced fertilisation/NPK rebalancing, and neem-coated urea to cut total urea demand, so the green transition is over a shrinking, not expanding, base.
  • Protect the farmer and the fisc: keep the controlled retail price stable while ring-fencing the green premium with transparent budgeting and a clear subsidy sunset.
